Are you generating the pdf? Or is it a file contained somewhere else?
As far as I know, such protections are usually saved on the files but I don't know if just on the code of a web can be done. PDF-Plugins are installed in client computers.
If you managed the PDF-Files, one way should be edit them before releasing them to the net

Once the PDF or any document is loaded on clients machine, he can copy or save it by one way or other.... Dont waste your time on this requirement

Wrong

The security of the document is in the document itself. The PDF format has provisions in it for securing the document so the viewer is told not to allow saving and/or printing the document.

Whatever you're using to generate the PDF files will usually have provisions in it for setting these security features.
