You can do it directly in Chrome:
"Settings"..."Show advanced settings..."
"Privacy...Content settings..."
"Javascript...Manage exceptions..."
Add "msdn.microsoft.com" and set "Behavior" to "Block"
Press "Done" twice.
But I don't notice any difference - it doesn't seem dramatically slow to load to me even with JS enabled:

Maybe it was in conjunction with FireFox, which of course, MS didn't care to test. Though I think I checked it with IE 11 some time ago and it was the same delay (~8 seconds).
