I try to go both... If I am not in hurry.
Here in Germany there are a couple sites that get really cool offers from time to time, so it is just a matter of patience to find good things with cheap price.
If I am in hurry... then I go for convenience and I don't pay so much attention to the price.

Thumb / usb / flash? I tend to buy flash drives rather than thumb.
I tend to only buy "branded" cards and drives now, so I settled on SanDisk for both, and I haven't had a problem since (I can't say that for "generic" devices - some of those are a total ripoff!)
For convenience, I can go to my local supermarket, and get a 32GB Cruzer Blade for around £11.
For cost, I can go to Amazon and buy three 32GB Cruzer Blade for £14.66 ... and have them delivered tomorrow.
They are flash, but speeds of 30 MBps read, 5.0 MBps write are fine for me.
No prizes for guessing which I go for.

I buy SanDisk consistently for thumb drives. While they do fail(*), they perform as advertised, don't include malware, and are rarely DOA out of the package.
(*) We buy SanDisk 32GB drives in #100 lots where I work. They're used for software distribution and occasionally archival storage. I've seen probably 1 in 200 fail after a short period of use, and the failure is always the "read error detected so set the device to read-only" kind. I've never had a connector-related failure, unlike some off the off brands.

I've also never had one "underperform": report itself as 32GB but actually hold a couple of meg, have poor transfer speed, or have a "loose" connection (unlike some of the unbranded ones).
There are also fake branded kit out there, so I buy from "known suppliers" not "Ooo! that's cheap!" on FleaBay. 
Good, reliable kit.

Depending on the size, Best Buy or WalMart. 128GB or less Wally World has the best deal. Bigger than that you might have a hard time finding and would have better luck at Best Buy.

The nomenclature in Azure is quite confusing. Many times it feels like a "Dashboard" but it actually stores data as well. The new one being Azure TimeSeries Insights, It's a DB again :/
