Can SSRS (Microsoft SQL Server Reporting Services) be configured to run a report and then email it to someone? The email server will be an Exchange OnLine (MS 365 for Education).

I don't think SSRS can. The underlying Sql can if you have Enterprise Edition. We had to roll our own that worked with Standard. This was a few years ago, but I think the code was found on Github. It was a starting point. I don't recall much more than that, and I am no longer with that company.

AFAIK, no, you can't.
You can, however, send the user a link to an SSRS report that will open in the browser, with parameters.

Or you can save it to a file and email it as an attachment.

SSRS have a subscription option where you manage the published reports and have the report emailed to whoever at a scheduled time.
The SQL server needs to be setup for email. (SSMS - Maintenance - Database Mail)
This is available on the standard version if you have the appropriate rights.

Not sure however if InnoSetup is still around, and still better than InstallShield (what is not ?), but back when I was in the game, it was really good !

I think it is used quite a lot for Windows installation of open source software ... For example, I noticed it in Windows x64 Git setup, Windows x64 Notepad++, and there are probably many more
