I write some useful papers and put them into PDF file and plan to sell these papers if possible.
I need to add the password to protect them. What is the best software to add these protections such as passord?
do I have alternatives other than PDF format?

There are lots of resources for encrypting PDF files, both locally and online.
HOWEVER the encryption used is weak, and there are also lots of resources online for cracking encrypted PDFs.
If you are serious, you will need to find something stronger than PDF passwords.

Hypothetically, why would the owner of this service not copy and store all the PDFs you want to encrypt?
If I offered random encrypted PDFs in bulk batches on the DarkWeb for sale, I'm sure it would fetch a couple of bucks. 20? 30 per batch of 1.000?
If I scanned and labeled these properly, I might even be able to sell some of them for 10 bucks a piece.
That would pay for the ad-sense and basic website design in no time, making it a nice passive revenue stream on the side of a larger and probable even more illicit business venture.
Because of this hypothetical, I never use free online services, and I advice everyone with common sense not to use them either.

That's how I feel about sites which provide "secure image sharing". Were I running such a site, I would definitely be interested in seeing those images myself.

An easier option may be to zip your files (which will make them smaller as an added benefit) and put a password on the zip.

I just remembered something.
Syncfusion has a pretty decent PDF library and it has a community license which I believe matches Visual Studio's.
You should check out the details yourself to see if you're elligible, but here's how you can secure your PDF file: Working with Security | Syncfusion[^]

You may also want to look into adding a watermark which indicates who you originally sold the file to.
Back in 2004 I paid for a PDF of ISO 8601, and it has one. Or maybe that feature has been broken.
Sometimes you have to settle for detection what prevention won't work.
