That's about when Corel bought Jasc, which was about when I stopped upgrading because Corel Draw was horrendous, and I feared they would touch it. IMHO, Paint Shop Pro was way better than Corel Draw.
PhotoShop is the bees knees (did I just say that? blech!), but PSP is way easier (and cheaper) for not so graphical artists.

Been a GIMP user since '97, used it before ever laying eyes on PS though, so can't really think of it as an "alternative" - frankly, PS users probably have the worst time with it, since the UI is laid out so differently.
If you have to use it on Windows, I recommend using Windows 7 - the window manager in previous versions struggles to cope with multiple top-level windows, and makes it a good deal more difficult than it needs to be.

I tried GIMP some time back and found it had too much(features) than what i wanted.
I think i should have mentioned that i need a photoshop alternative to work only with PHOTOS - [Editing, cropping, transformation, red-eye removal, e.tc].

Oh... You might just want to give Picasa a look. Fantastic photo management program, with a few tools for light-weight retouching. I go back and forth between the two, depending on what I'm doing.

Picasa is definitely the best I've tried for photos (and it's free) if you want to do a bit more with your pics then Gimp is good (and also free)

I'm not really a photographer, but I'm kind of a Business Analyst, and part of my job includes 'selling' our app to other divisions in the company.
For my release notes, I use Paint.NET (freeware) and Sangit ($$$) heavily. The combination is amazing.

Alternative? I still use Photoshop 7 which I purchased used many years ago for $35. Does most of what I need, but usually requires a bit more work to get there than the new versions.
