That's about as basic as regex can get.
Your spec:
. start of string
. 1-8 digits
. 1-3 alpha
. 2-n digits
. end of string

Translate to regex notation (depending on your regex engine, details may vary slightly)

^[0-9]{1,8}[A-Za-z]{1,3}[0-9]{2,}$
Wrap that in your delimiter of choice, and go...
