What I have tried:

Whenever i am login first time from any browser then Login Page url is change like

Here Correct Login url is localhost:12122/Account/Login and in this css file working not localhost:12122/Account/Login?ReturnUrl=%2f.url and in this css files not working.

You cannot get rid of the ReturnUrl. It's a part of Forms Authentication.

How do you link the CSS files?

As I said, you cannot remove it. Why do you need to remove it? If your CSS doesn't work when ReturnUrl is added, then you need to fix a problem at another location.
