Depends on client requirements. But the best way is creating an HTML5 App. Xamarin & PhoneGap are the most used platforms. May be JQuery Mobile is another alternative.

You cannot do it. You need to close the another process as the message says. Another way is to loop the list of active processed and kill from there but is more complicated. Just inform the situation to the user as @CPallini wrote in his Solution 1 ;)

You're wrong Ed. Silverlight it's a cross-browser, cross-platform technology. It runs in all popular Web browsers, including Microsoft Internet Explorer, Mozilla Firefox, and Apple Safari, Google Chrome, and on Microsoft Windows and Apple Mac OS X. So, you can implmenet successfully on this question. If you see my solution you can find that I recommend both solutions depending on customer's requirements not based on developer decision.
